We produced this book as a part of the Making Sense project, which draws on nine citizen sensing campaigns in Holland, Kosovo and Spain in 2016 and 2017. In them, we have developed a form of citizen participation in environmental monitoring and action which is bottom-up, participatory and empowering to the community: this is called citizen sensing. If you are interested in best practices and tools for community engagement and co-creation, this book if for you.

The following document describes the effort carried out on Making Sense to develop and test the Smart Citizen Kit platform on real scenarios during the different pilots developed. This effort was carried out with the primary objective of creating a set of tools and resources around the SCK 1.5 that together with the previous D2.3 Documentation on Firmware to integrate sensors allows communities to develop their own sensing frameworks and strategies.

How do we begin to approach the complex issue of measuring the impact of participatory sensing? This is a challenge, particularly unique when taking a co-created approach that puts citizens at the centre of inquiry yet values the interests of stakeholders such as scientists, government, NGO’s and academia. This report proposes the theory and practice of Making Sense Community-Level Indicators can help assess near-term goals, but more significantly, social innovation and long-term impact.

We envision citizens and their communities playing the leading role in creating, designing, building and implementing transdisciplinary bottom-up technical and social innovation strategies in all stages of the project and in their own houses, streets, neighbourhoods, cities, regions, or even countries. So, we shaped and organised a co-design and generative tools workshop where the main outputs could be used “on the ground” with a collective ownership.

A summary of the state of the art in urban participatory sensing, the types of engagement approaches typically followed in participatory sensing, contextual examples of current developments in this fields, and current challenges and opportunities for successful interventions. The goal of this document is to better understand the field and possible options for reflection and action around it, in order to better inform future conceptual and practical developments inside and outside Making Sense.
